Network Signal Strength
Overview
The Network Signal Strength (NSS) Score is given on a control level and is based on the percentage of Network members operating each control. The score is given in two parts; the percentage of Network members matched in any way to the CUBE control and the number of Network members who are contributors to the index. Unlike the Strength of Consensus Score, the Network Signal Strength does not apply at the index level and does not employ a weighting based on the type of control matching.
Purpose
To provide a measure of adoption rate for specific controls in order to help guide insights and help evaluate the value of adoption for each customer. Where Network Signal Strength is high, consensus around operating this control within the peer group is high. This score offers a view across the peer group on a control level.
Calculation – Explanation
There are two calculations shown as part of the Network Signal Strength. Where a control appears in multiple indices, a Network Signal Strength Score will be provided for each index.

The number of contributors to the network. This is a simple count of the distinct number of customers who are contributors for the index to which the control is associated (Contributors).

The percentage of contributors operating the control. Using the same definition of ‘Contributor’ in point 1, this is the number of contributors operating this control divided by the total number of contributors to the index. This is represented as a percentage rounded to the nearest whole number. For the purposes of this score a match is counted where a customer operates a control that is Aligned, a Partial Match, Many to One, One to Many, or Many to Many.

Practical Use of Score
Different levels of score lead to different possible interpretations of insight. The Network Signal Strength score can guide the value of the adoption of a non-operated control by a customer.
High Network Signal Strength:
- A score may be considered high if both elements of the score are high.
- The Network members in the index have reached a consensus that this is a key control. Consensus is more valuable if the number of contributors to the index is higher.
- A customer should Review and implement controls labelled as “Missing” or “Preliminary Missing”. Where both elements of the Network Signal Strength are high and a customer does not operate a control, there should be greater consideration towards introducing this control.
Mid Range Network Signal Strength:
- A score may be considered mid range if either element of the consensus score is high and the other is lower or where both elements are mid range.
- The Network members in the index may be developing consensus around new or emerging risks and controls. These controls may form an important part of horizon scanning activities.
- Where these controls are not operated, a customer should consider whether these controls could be relevant and beneficial to their organisation.
Low or Absent Network Signal Strength
- Network Signal Strength Scores are only provided for controls in indices that have three or more contributors. This is to ensure you have a higher quality of insights whilst protecting the privacy of your organisation's data at all time. This may mean that, where a control is operated over multiple indices, the Network Signal Strength is present in one index but absent in another.
- Low Network Signal Strength can be caused by a number of factors and these controls will be reviewed. Where a control exists but has a low Network Signal Strength Score, it is still very likely to be valuable to your organisation and is influenced by a wide variety of sources including peers and independent experts. Once more contributors input their data, the indices to which these controls belong will become consensus driven.
